Haroun al Rashid appointed Ibn-al-Aghlab as governor of Ifriqiyya (mainly in Tunisia). From their capital in Kairaouan, they dominated the mid-Mediterranean. Officially under the rule of the Abbasid Caliphate, but in reality Abbasid power stopped at the border of Egypt.
