Hurricane Rita started in the Key West area, which is located off the southern tip of Florida, USA. It moved westward and became a category 5 hurricane in the middle of the Gulf of Mexico. The path of the phenomenon finally met land between the Texas and Louisiana state borders at a category 3. The actual path of the storm and the weather predictions were fairly close to computer models.

The evacuation of major urban centers during a storm continued to be a problem as traffic congestion slowed travel down to 5 miles per hour. This is tough on motor vehicles and causes engines to warm up. This may or may not be the cause for the bus explosion with elderly patient evacuees.

The cities of Galveston, Beaumont and Port Charles took the worse hit from the initial storm. The oil refineries and chemical plants in Texas suffered only minor damage. On the negative side, several New Orlean's levees in Louisiana that were hard hit during Hurricane Katrina broke and caused flooding again to occur in certain neighborhoods.

Federal Emergency Management Agency (FEMA) and active military were prepositioned, this time, near the predicted affected areas.
