• Kenneth Clarke (received the most votes in the first and second rounds)
• William Hague (winner)
• Michael Howard (eliminated in the first round)
• Peter Lilley (withdrew after the first round)
• John Redwood (eliminated in the second round)

Stephen Dorrell withdrew before the ballot. The three ballots took place on 4 May, 5 May and 6 May 1997.
