Charter Oak State College was established by the Connecticut Legislature in 1973 to provide an alternative way for adult to earn a college degree. Accredited by the Connecticut Board of Governors for Higher Education and the New England Association of Schools and Colleges.

The 'school without walls' holds only distance learning courses and grants credits based upon faculty evaluation of onsite and distance learning courses transferred from regionally accredited colleges and universities, non-collegiate sponsored instruction, standardized test, special assessment, contract learning, portfolio assessment, and CLEP and DANTES testing. Degrees granted at both Associate and Baccalaureate levels.
