The IPv4 and IPv6 address space is controlled by ICANN and is divided into four regional internet registries (RIR). Those Registries have different processes and steps for the users in the appropriate regions.

Nonprofit registry of IP and AS numbers for North America and a number of Caribbean and North Atlantic islands.

Regional Internet Registry that allocates IP and AS numbers in the Asia Pacific region. Has a "whois" database that holds information on network contacts for Asia Pacific IP addresses.

IANA controls numbers for protocols, the Country Code Top Level Domains and maintains the IP Address allotments.

Responsible registry for South America.
http://www.ripe.net/
Responsible registry for Europe, north Africa and Russian area.
