This very early CLAMP delight was originally serialized as 20 Mensou ni Onegai! in Newtype magazine in 1990; it was first published in tankoubon (graphic novel) form in June, 1990, by Kadokawa.
Akira - who later appears in the CLAMP School Detectives manga series - is a dapper, debonair young thief-for-hire who becomes the object of 5-year-old Utako's affections.

A self contained district within Tokyo. It is shaped like a pentagram with each of the five corners housing a different level of education from kindergarten through college. It was founded by the Imonoyama family, who people say have more money than the Japanese government. The school was built to provide the best education possible to people who are gifted in their fields, regardless of their economic background. It has its own bank, hospital, and transportation system.
